Halifax are cutting the rewards again from £3 to £2 on 1 October 2018. I don't have a similar letter from BoS yet but presume they'll be doing the same. I'm not sure a BoS letter ever arrived; this month Halifax paid me £2 whilst BoS continued to pay £3! So perhaps only Halifax enacted this latest ...

No; where subsequent accounts are concerned the benefits are only within their capacity to make mistakes.
In my case it probably helped that there was such a long gap between closing and reopening, during which time the switch process and incentives have also changed significantly.

I don't think they ever had incentives, although some products initially had better terms than they do now.
